What do YOU consider a job that requires such? Also look at some comments in the petition will probably help clear it up for you if you are interested in why. Its basically trying to counter the effects of illegals flooding the workplace and helping people here who were raised to speak English from being excluded from many jobs.

I would contend that these examples might be considered jobs that require knowledge of Spanish if that is the customer base.
Ironic that the author of the petition has trouble with English.

Customer base is because of invasion from Mexico.....called illegals. They are walking dollar signs and company's cave because the government failed to protect English speaking Americans. Do you know what language you MUST speak to become a U.S. Citizen or get rejected? Why require English for the legal route then?
If I owned a store - say McDonalds - is in an area of - say a large (legal) Vietnamese population - I would want someone - preferable a Vietnamese to work.
As an Employer, I should be able to hire anyone I see fit - that would make my business successful.
