That He did Preordain. 1 Peter 1:

So no God did not preordain sin, but God in His permissive will allowed it to occur.
His Divine will was that man would not sin but he didn't intervene to stop satan from tempting Eve and He didn't intervene with Adam to ensure he didn't eat the fruit, no He allowed them to make a choice to obey or disobey and all mankind still has that choice and we utilize that choice every single day.
