It's a huge problem. Thieves walk into driveways and in a minute they walk away with the catalytic converter to sell them to someone who separates the metals. It's easy drug money.

In California, my old (1996) car failed its SMOG test, and so I ended up paying more that $1,500 for repairs including Catalytic Converter replacement. So another reason why a Battery Electric Vehicle may be in my future - no more smog tests or Catalytic converter to be stolen. :)

In 1980, I shipped my rather new 1978 Ford Fairmount to Germany.
Well, Germany did not have unleaded gas - so in about 1 week, my Catalytic Converter was kaput! In 1983, I shipped my Ford back to the States.
Ford Motor Company had a nice deal for GI's. They replaced my CC at cost and if I remember correctly - they reimbursed the local Ford dealer for the labor to replace it. -

A common hillbilly solution to this is that you cut off the cat then no one can steal it. If you want to go for the 1st place "You might be a redneck prize" you can also cut off the muffler and straight pipe it.
30+ year old vehicles aren't inspected in NC :Rolleyes, although you may have to mess with the 02 sensors if your vehicle has them.
