Theocracy means "Rule of God." You say, yes, He is ruling then say no, not yet. Having trouble making up your mind? :D

Satan has power over the world but it is by the decree of God with permission necessary from God for Satan to do anything.
Job 1
9 Then Satan answered the LORD, and said, Doth Job fear God for nought?
10 Hast not thou made an hedge about him, and about his house, and about all that he hath on every side? thou hast blessed the work of his hands, and his substance is increased in the land.
11 But put forth thine hand now, and touch all that he hath, and he will curse thee to thy face.
12 And the LORD said unto Satan, Behold, all that he hath is in thy power; only upon himself put not forth thine hand. So Satan went forth from the presence of the LORD.

When Christ returns Satan will be bound and thrown into the bottomless pit then both heaven and earth will be under the complete theocratic rule of Christ.

So, do you believe God is ruling over all the earth, as Aaron seems to believe, or is He allowing Satan to rule as "God of this world" and "Prince of the power of the air?"

Who does it speak of in verse 1?
Who is LORD?
Who is Lord?
Does the word of God speak of the two as a relation? That is, one as to the other? What is that relation?
What does one say to the other?
Is verse 2 in the same time frame as verse 1 or does it take place after the, until, of verse 1?
Relative to today, December 14, 2016 are we, before the until or after the until?
It is a very short Psalm, please read all of it. -
And so no king has the authority to govern the preaching of the Gospel. We ought to obey God rather than man. Some king may have the power to burn preachers at the stake, just like Pilate had power to crucify Christ (and just like the law of sin still lives in your members, even though you yourself are a child of God) but not the authority. Authority comes from God, (and so does power), and Christ is at His right hand, and we are (present tense) made to sit with Him in heavenly places.
This is the reality. This is so for every creature under the sun. -
Christ has all power and control, but as far as King/Kingdom realities/demonstration, we still see systems of evil ruling the nations, where MAN is allowed control. Socialism, Monarchies, secularism--all of these influence and govern a nation in the practical sense.
Christ and HIS Kingdom will have sovereign Rule over the Nations in the Physical sense, much like the Roman Empire and their Sovereign Rule (Real boundaries and a system to govern it). Do you understand what it means to be a "sovereign nation?" -
And after thee shall arise another kingdom inferior to thee, and another third kingdom of brass, which shall bear rule over all the earth.
Forasmuch as thou sawest that the stone was cut out of the mountain without hands, and that it brake in pieces the iron, the brass, the clay, the silver, and the gold; the great God hath made known to the king what shall come to pass hereafter: and the dream is certain, and the interpretation thereof sure.
That stone has yet to strike the kingdoms of clay, iron, brass, silver and gold. That will take place when that stone gathers the saints living and dead to rile with him. Then He/It and them will rule on the earth. Rev. 5:10 and Dan 7. -

Jesus is Lord over the entire material universe and cosmos and rules it at every level.
He created the universe:
John 1
1 In the beginning was the Word, and the Word was with God, and the Word was God.
2 The same was in the beginning with God.
3 All things were made by him; and without him was not any thing made that was made.
He maintains creation through His laws of physics and "modern" physics, chemistry, etc, etc...
Hebrews 1:3 Who being the brightness of his glory, and the express image of his person, and upholding all things by the word of his power.
He created the ages (aionas) - historical paths of time (IMO - Daniel Chapter 2).
Young's Literal Translation.
Hebrews 1:2 in these last days did speak to us in a Son, whom He appointed heir of all things, through whom also He did make the ages;
He now sits at the right hand of God and has rule and ownership over everything and everyone (Lost, saved, righteous, wicked).
Colossians 3:1 If ye then be risen with Christ, seek those things which are above, where Christ sitteth on the right hand of God.
Proverbs 16:4 The LORD hath made all things for himself: yea, even the wicked for the day of evil.
John 17:1 These words spake Jesus, and lifted up his eyes to heaven, and said, Father, the hour is come; glorify thy Son, that thy Son also may glorify thee:
2 As thou hast given him power over all flesh, that he should give eternal life to as many as thou hast given him.
Hebrews 12:2 Looking unto Jesus the author and finisher of our faith; who for the joy that was set before him endured the cross, despising the shame, and is set down at the right hand of the throne of God.
When He returns He will subdue those who have not acknowledged his rule over themselves and acknowledge Him as Lord.
Philippians 2
9 Wherefore God also hath highly exalted him, and given him a name which is above every name:
10 That at the name of Jesus every knee should bow, of things in heaven, and things in earth, and things under the earth;
11 And that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father.
Revelation 2
26 And he that overcometh, and keepeth my works unto the end, to him will I give power over the nations:
27 And he shall rule them with a rod of iron; as the vessels of a potter shall they be broken to shivers: even as I received of my Father.
Man's rebellion against God and Satan's power over the world are part of God's allowance (permissive will) to culminate in His glory.
This theocracy that Dr. Tom mentioned has not yet been initiated over this rebellious world though He is indeed their Lord.

The Church is Christ's presence in the earth. She is the pillar and ground of the Truth. She is commanded to teach the nations to observe all things that Christ has commanded. The nations are His. He IS Lord. He IS King of kings. Is a legislature or a king that governs according to truth a theocracy? Is nature theocratic? Is marriage?
I don't read of any theocracy in Revelation 20. You're reading that into it, based on your own fallacious notions of the nature of Christ's rule. -
It is true that the word "theocracy" does not exist in the NT.
Of course myself and others have reminded us that neither does the word Trinity but that doesn't mean its an improper doctrinal word.

The TOTALITY of Scripture speaks of Christ's physical presence on earth ruling, fulfilling covenants He made and promises He said He would make good on. It's quite simple, really.

I mean, what bridegroom wouldn't rule with His bride?
And from what I see as biblical perspective, Revelation 19 is the marriage supper, chapter 20 is the rule and reign together and then 21-22 is the final act, consummation.
