The problem is with our definition of leadership here. It seems like your definition of leadership is giving orders.

As for deacons taking care of business that would be fine if they were under the leadership of the elders and not doing their own thing or even following what the people want. Sheep don't vote or lead. Sheep follow. The elders are the shepherds, not the deacons. Perhaps I should say the elders should be the shepherds and not the deacons. -
The way I look at the modern church is that the people own the building, including the deacons, and they pay the bills, including my "wages". They should control the building. I looked after the spiritual end....but they still had the right to "fire" me if I stepped out of line.
Seemed fair to me. I was exofficio chair of all committees.

Deacons are simply managers of the church business. -

It says they were appointed over this business. As the NASB states it, they were put in charge of this task.
1) A daily ministration was taking place.
2) They came to the Apostles to settle a dispute.
3) Their resolution was to appoint seven men to oversee the daily ministration. -
