Cultural aspects are more often impressed upon the Bible than the Bible impressing righteous aspects upon the culture.
In the case of the op, there is a penalty for marriage impressed by the government, yet the Scriptures place the husband/wife as not just encouraged, but a vital aspect in choosing leaders of the assembly.
The government requires one to contribute to a socialistic run organization, that has absconded the money to support the elderly of the past. Such money was taken according to salary and irregardless of the gender or matrimony of the one the money is taken from.
However, in distributing the funds, the government takes matrimony and outside income sources into account.
In effect, the government has become unrighteous.
Those who are as the OP gives as an example remain faithfully loyal to each other in the manner of the Biblical principles of marriage and accountability to each other. They are the ones sinned against by an unholy and unjust system of measures pronounced as good by the government.
It is the government who is operating in a manner that is deceitful, not the elderly. -

Legal Separation usually gives the same legal benefits as being divorced. In the future, leave the government out of your marriage, unless you're a sodomite who wants to rhetorically rape a cake baker.
