If you'll notice, on the list of non-MLB teams with affiliates are all of the Japanese pro teams of the NPB, Nippon (Japan) Professional Baseball league. None of them have more than one minor league affiliate. This is why for the foreseeable future, Japanese pro baseball will never catch up with MLB. Most experts put NPB at a Triple-A level, so some of their best players can play in the MLB: Nomo, Ichiro, Matsui, and of course the awesome Ohtani. But that's the cream of the Japanese crop.
