There has been no running water, no electricity for days. The dead will go unburied for some time to come. No one is selling anything, including food and water, out of the stores. There is very little law enforcement of any kind.
Do you really think that enforcing the death penalty is going to make things better there? -
I think it may stop looters from taking pot shots at the rescue workers.
NBC has a report on their site that says over 1000 buses are parked outside the city, afraid to go into the city because of looters.
Some relief agencies are pulling back out of the city because of looters.
So yes, I do think that might help the situation. -
I would have never thought New Orleans would be just like Iraq.

Martial law should have been instituted days ago.

Aren't most the National Guard in Iraq & Afghanistan now?
-
This is quickly developing into a battlefield like situation.
Battle tactics may be needed soon. -
I heard that they are calling off the boat rescues not because of looters, but because of oil and fuel fires that are breaking out on the water surface that could trap the rescuers.

Does the Army Corps of Engineers handle this sort of thing (disaster relief)?

I feel embarrassed by how those reprobates in New Orleans are acting. They are not only disgracing themselves but the United States.
When I lived in Italy, the mother of one of my children's Italian friends thought all the women in the US were like those on soap operas.
So what the world sees on tv is a reflection of this country. -
