In Katrina's wake, Louisiana politicians and other critics have complained about paltry funding for the Army Corps in general and Louisiana projects in particular. But over the five years of President Bush's administration, Louisiana has received far more money for Corps civil works projects than any other state, about $1.9 billion; California was a distant second with less than $1.4 billion, even though its population is more than seven times as large.
Much of that Louisiana money was spent to try to keep low-lying New Orleans dry. But hundreds of millions of dollars have gone to unrelated water projects demanded by the state's congressional delegation and approved by the Corps, often after economic analyses that turned out to be inaccurate. Despite a series of independent investigations criticizing Army Corps construction projects as wasteful pork-barrel spending, Louisiana's representatives have kept bringing home the bacon.

But overall, the Bush administration's funding requests for the key New Orleans flood-control projects for the past five years were slightly higher than the Clinton administration's for its past five years. Lt. Gen. Carl Strock, the chief of the Corps, has said that in any event, more money would not have prevented the drowning of the city, since its levees were designed to protect against a Category 3 storm, and the levees that failed were already completed projects

So much for"blame game" claims made by those who said the feds weren't supplying funds to Lousiana for such projects.

Bush bashers jump out early and often with any outrageous claim they can come up with.
It doesn't matter to them that their claims may be eventually shown to be false.
They know that once the seed is planted, a certain percentage of people will accept it and never look any further. -
I noticed that the Bush blamers are getting awful quiet around here. Thats because the truth is slowly emerging and Bush went above and beyond. The foot dragging was on the part of Nagin and Blanco.
FEMA has always been primarily a Federal financing agency, providing funding to the locals after the crisis hits to help them respond and rebuild. That is why FEMA’s website states don’t expect them to show up with their aid until 3 or 4 days after the disaster strikes.
The disaster that struck New Orleans did not become apparent until the morning of Tuesday, August 29, as the levees broke after the brunt of the storm had passed. But that very day, the Army Corps of Engineers was already working on levee repair. And the Coast Guard was already in the air with helicopters rescuing people from rooftops, ultimately employing 300 choppers. These are both Federal agencies under Bush’s command.
In addition, before the end of that week, Bush had already pushed through Congress and signed an emergency aid package of $10.5 billion for the Gulf Coast region.
Now what about Governor Kathleen Blanco and New Orleans Mayor Ray Nagin? President Bush had to get on the phone two days before the hurricane to plead with the Governor to order a mandatory evacuation. In response, she dithered and delayed. Mayor Nagin also had full authority, and responsibility, to order an evacuation. He dithered and delayed as well.
