Could God destroy 90% of the earth and still keep his promise to Noah? 98%?

WOW! Bad theology!
From the link: "Rep. John Shimkus is helping his chances to lead the powerful Energy and Commerce Committee by arguing that climate change is a myth because God told Noah he would never again destroy the Earth by flood."
This is a very sad example of a well-meaning Christian bringing disrepute on Christ's Word and Church by such a careless, poorly thought-out statement.
He needs to educate himself on the science and attack the global warming hysteria with facts not with quoting Scripture that has nothing to do with it.
God won't destroy the world by flood? No, but there will certainly be terrible floods like that in Pakistan. And the global warming hysteria is about heat and drought [of course, they have been blaming ANYTHING and everything that happens on CO2, e.g. "Pig bites Seoul resident; CO2 blamed"]
