was N.O. always below sea level?
Let see if I understand. we have a city below sea level with levies to keep the water out. in is near a body of water that produces hurricanes almost every year. it has been vitually destroyed. and now they want the rest of the country to rebuild it so it can get destroyed again. first we should either figure out a way to stop the hurricanes or at least fill in the hole so it is above sea level.
