House erupts in chaos
In a massive flare-up of partisan tensions (video link courtesy Breitbart.tv), Republicans walked out on a House vote late Thursday night to protest what they believed to be Democratic maneuvers to reverse an unfavorable outcome for them.
The flap represents a complete breakdown in parliamentary procedure and an unprecedented low for the sometimes bitterly divided chamber.
The rancor erupted shortly before 11 p.m. as Rep. Michael R. McNulty (D-N.Y.) gaveled close the vote on a standard procedural measure with the outcome still in doubt.
Details remain fuzzy, but numerous Republicans argued afterward that they had secured a 215-213 win on their motion to bar undocumented immigrants from receiving any federal funds apportioned in the agricultural spending bill for employment or rental assistance. Democrats, however, argued the measure was deadlocked at 214-214 and failed, members and aides on both sides of the aisle said afterward.
One GOP aide saw McNulty gavel the vote to a close after receiving a signal from his leaders – but before reading the official tally. And votes continued to shift even after he closed the roll call - a strange development in itself.

Shame on everyone. Do things decently and in order so the votes are counted clearly.

Do you think the walkout was inappropriate? -
Of course. There was an unnecessary ruckus that everyone should be ashamed of, and when it finally quieted down Hoyer proposed that everything be cleared up by repeating the vote so there would be no confusion over where things stood. That seems obviously the sensible thing to do.

Do you think such a repeat would happen without the walkout? -
I was under the impression the call for repeating the vote happened before the walkout.

From the look of the video, there was some confusion during the ruckus. I don't know. All I know is that if there's some confusing in counting something, the fair thing to do is to start counting again, being extra careful to make sure that the results are abundantly clear to everyone.

So someone the next day who has an interest in seeing the motion passes says that it was clear that the motion passed despite the video of the presumed passing of the motion showing the House to be in chaos at the time? Clear as mud. Censure the entire body for their disgusting lack of decorum that messed up the vote the first time and take the vote again when everyone is acting with the dignity that their office deserves.

And, no, I did not see the vote; but if a dog tried to bite me the last 5 times I walked past it's house, there's no reason to think it's coming out for me to pet him on the 6th pass!
IOW, a snake acting like a snake is no surprise; in fact it would be funny if it didn't!
Or, in still other words, A D. congress acting like a D. congress is no surprise.
