The only "signs and wonders" I see as coming from God in this era (and I am no cessationist) are the ones that God does unilaterally not under the "command" of any human being.
We might pray and ask God for some gift or miracle, and He will or will not according to His will, but we cannot demand or call into being some gift of God based on our efforts or our will.
The pentecostal, WoF movement, charismatic, etc., are all in the camp of those manipulating or demanding God's actions instead of praying in faith then waiting to see if God works as He wills.

Would you see them as being even able to form/articulate a modern day "charasmatic theology" and be true to the scriptures?
Could it be that they have vested entirely different meanings into same terms others use, so that we would need to actually define spiritual gifts, holy spirit baptism etc before being to proceed with inetraction between them and us?

They have not necessarily created a completely new set of meanings, but rather, they have expanded some terms to suit their worldview.
it appears that for them to be able to develop a systematic theology, would have to have extra biblical source of authority to rest it partially upon, ala the RCC as with tradition equal to the scriptures?

More often, it has been my observation that they base their interpretations from experiences.
They have a considerable existential point of view, and experience is key.
I'm not sure that there is any such thing as a charismatic systematic or biblical theology.
I've not seen one.
