Is this the proper use of irony?

Classic case of "Do as I govern not as I do."
Along similar lines...was that an electric SUV the green state issued? -

Let's see....
Irony (noun) - "incongruity between actual events and expected events."
Yep, this would be dramatic irony! That is, unless one expected this to happen.
One might also call it hypocrisy. :BangHead: -

This brings to mind the April 12, 2007, incident where Jon Corzine, the Governor of New Jersey--a state that has one of the toughest seat belt laws (not only drivers, but also front-seat passengers can be ticketed solely for not wearing them)--was seriously injured in an SUV accident on the Garden State Parkway near Atlantic City, NJ.
As chief executive of the State of New Jersey, I'm sure he knew what the seat belt law in his state mandated, yet as a front-seat passenger in that vehicle he was in violation of that law since he was not wearing his seat belt.
Thankfully, Gov. Corzine recovered from his injuries and is back in his office....and hopefully wiser with respect to the laws of his state.
