In her address Wednesday night, Louisiana Democratic Governor Kathleen Blanco (search) said, “…in order to rebuild this state, ALL levels of government must work together, as never before, with one purpose — the well-being of our people." Then she said, "I have asked the federal government to cover 100 percent of what Louisiana will spend on this disaster."
As for the subsequent contracts for rebuilding, will they go to the lowest bidder? Not necessarily. Blanco said she told the Federal Emergency Management Agency to give top priority to Louisiana companies.

This is going to be one of the most corrupt and fraud-ridden periods of American history when the flood of red ink hits the southern coast with the Gulf of Mexico. There will be no accountablity for the money that will be poured out and wasted in the below-sea-level reconstruction of New Orleans and the other areas--a reconstruction that will be noted only for greed and waste.

Louisiana politicians kinda have a reputation for shady dealings.
I'm pretty sure I don't want Washington to just turn them loose with $200 billion. -

Growing up, we wondered why a state with so many resources - oil, natural gas, salt, sulphur, timber, cotton, sugar cane, rice, shrimp, fish, cattle, etc. - always seemed a bit behind everyone else.

I believe it's called political corruption.
Handing Louisiana officials $200 billion and not expecting them to misuse or outright steal a large portion of it would be pretty naive. -

Regardless what's done it will not be enough to make proponents satisfied and few will feel any sense of appreciation. It will become another entitlement program. Besides, one of the major post-Katrina problems is unemployment in the damaged area. If local contractors would hire local people I'd be all for it. -

Most of their contractsa were the result of a competitive bid. -
If Louisiana were funding the work then it could decide who should get the job.
