Whenever I click on a link that requires a new window to be opened, the window is minimal and I have to double click or maximize to make it normal size. How do I change this feature? My elderly mother wants to use this PC that I'm giving to her as a gift and I want to make it as simple as possible.

Download Firefox on the comp and set it to open new links in new tabs.

Trotter is correct, downloading Firefox is indeed the solution to any IE problem. I use IE maybe once every 2-3 months now.
Firefox has an extension to open a page in IE if you need to. Tabbed browsing is the best. -
Where can I get it? Will my mother be able to use it? She's green to computers.

It is easier than IE - no pop ups - loads of extensions if you want to add them for her - most viruses and worms do not affect it - and FREE!!

Be sure to get the extensions NoScript, FlashBlock, and AdBlock.

Try this. It can be tricky and may not work the first time. (I'm sure there's an easier way, but I haven't found it.)
Open IE and manually resize the browser screen until it's almost maximized. Quit, then reopen and go to a page with an external link. It should open almost full screen.
