Republican Sen. Will Kraus came up with the measure as part of a campaign finance reform effort.
He said the intent is to stop state resources, including email accounts, from being used in campaigns. But the wording of the bill appears to strip away an educator's right to get involved in politics in any way except to cast a vote.
"I know that it's a starting point," he said. "It's a bill that we filed. We know that we're willing to work with both sides of the aisle to get provisions through that are good."
Kraus later told KMBC's Micheal Mahoney that the bill's language is poor.
Missouri Gov. Jay Nixon, when asked if he supported the bill as filed, said he thought the measure could be "more artfully drafted."
