Read the article. From it I gleaned, the man:
- legally came at the age of three as a refugee from Cambodia.
- was arrested and convicted in 1994 for second-degree murder.
- was sent to the California Youth Authority and was released in 2001.
- since his release has led an exemplary life.
So, we are not talking about someone who is currently a gang banger. I guess the governor figured he had already served his time. Mind you, I've never voted for the man.
