The following would be funny if the irony wasn't so sad. Quite possibly the most divisive president we've had, one who routinely does what he wants and tells everyone else to shut up and like it wants new license plates to make a political statement.

To make it even worse he should demand that all congressional vehicles have the same plate, since they don't listen to the people either.

The strategy is to draw attention to the fact that DC has no representatives in Congress and to push for them to get (at least) a House member. There is a 99% chance that any House member from DC would be a Democrat, so in this way Obama can secure at least one more seat in House.
I know the practical side of this. My point was the irony of the slogan used and the move itself in light of his other blatant hypocrisy. Don't worry, I don't expect you to see it.
I see it. You think that his invoking of Executive Orders is government action without representation, yet he's going to ride around in secure luxury with a slogan on his limo saying his home town is not being represented.
