Is this verse a command with promise, or is it simply a wise saying?
If this is a command with promise, then if you kids go astray, (assuming the parents properly train the kids - what does that mean?

It's proverbial wisdom.
It is not an absolute promise.
It's generally true, but not absolutely true.
