Typical lazy reporting and political yellow journalism.
1) "it's not unusual to maintain such a thing [private email servers]
(fact: it' not illegal for politicians to do in their campaign work )
(implied: almost politician uses private email server so we shouldn't be concerned about Hillary Clinton's use of one )
2). "it's not clear that Gowdy utilizes this email solely for political campaign work"
(implied: but we know he probably does so he's a hypocrite )
The purpose of the statement is to plant doubt and obfuscate the issue.
A investigative journalist job is to investigate and report about an issue.
Give the author an "F" on his assignment - he is a gossip columnist, not a reporter.

One could have a lot of fun with this generic paragraph.

What has been alleged is that she used a non-secure private email server to transmit classified information. That is not only "bad" it is illegal.
This is typical of the wacko radical left wing fringe. Make a false statement then go from there to accusing the opposition of wrong doing based on their false initial statement.
But this sort of thing does point out how utterly dishonest the radical left wing fringe is. :( -

For secure communications up through Secret DoD And State use SIPRNet. (Secret Internet Protocol Router Network)
For secure communications up through Top Secret they have JWICS. (Joint Worldwide Intelligence Communications System) -
when I was on active duty, esp in Germany; when we answered the telephone - we were required to say "...this line is not secure"
