Bush, like most every president, wanted the history books to claim he won a war.
Iraq was the victim in the first war because their oil was being stolen.

Perhaps instead of invading another country, Iraq should have gone to the UN and reqeusted sanctions against Kuwait?
Since they did not, then Iraq was not a victim - Iraq was an imperialist war monger.
