Bull Crap
what do you all think ? personally I don't think there's a bullet with enough mass in it (after it leaves its casing) to hold a chip necessary that will retain the information fed to it by the sniper (location of target, wind speed, wind direction, distance, etc) necessary for it to guide itself to the target.Unless, it's got a double casing, one that holds the powder, the other to hold the chip and travel with the projectile.
Pretty star war-ish.
There could be such a bullet, yes, but I think the reporter is fishing around and guessing, because if there were such a projectile shouldn't it remain top secret?
