Mt. 3:11 I indeed baptize you with water unto repentance: but he that cometh after me is mightier than I, whose shoes I am not worthy to bear: he shall baptize you with the Holy Ghost, and with fire:
There are some simple characteristics about this promised baptism in the Spirit that separate it from personal salvation or personal sanctification.
1. It is something ADDITIONAL to salvation as the subjects addressed in Matthew 3:11 were already baptized believers - "I indeed baptize you."
They had already believed in the gospel John preached (Jn. 3:36) and submitted to baptism. Hence the baptism in the Spirit is for baptized believers.
2. It is something for a PLURAL number of baptized believers as John promises that Christ would take those believers he baptized and He would baptize them in the Spirit:
"I indeed baptize YOU....but he will baptize YOU...."
3. John's baptism was designed to "prepare a people made ready for the Lord" - Lk. 1:17 - or the material Jesus would take and build a new kind of "house of God" made up of a congregation or assembly of lively stones:
Acts 1:21 Wherefore of these men which have companied with us all the time that the Lord Jesus went in and out among us,
22 Beginning from the baptism of John, unto that same day that he was taken up from us, must one be ordained to be a witness with us of his resurrection.
It is this PLURAL YOU of baptized believers that continued to meet together in Acts 2:1 that 3000 were "added" unto through faith in the gospel and submission to baptism (Acts 2:41) which were baptized in the Spirit on the day of Pentecost:
Acts 2:1 ¶ And when the day of Pentecost was fully come, they were all with one accord in one place.
2 And suddenly there came a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting.
3 And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
They were sitting inside a house and the wind "FILLED ALL THE HOUSE" thus IMMERSED them or baptized them in it.
This baptism NEVER was repeated again except at the house of Cornelius in Acts 10 and the absolute proof of that is that the NEAREST reference point that Peter could identify the experience in Acts 10 was "AT the beginning" when they had received the same baptism:
Acts 11:15 And as I began to speak, the Holy Ghost fell on them, as on us at the beginning.
16 Then remembered I the word of the Lord, how that he said, John indeed baptized with water; but ye shall be baptized with the Holy Ghost.
However, 3,000 had been saved and added in Acts 2:41. 5000 had been saved later. Multitudes had been saved by Acts 6. Yet the nearest reference point that Peter could identify Acts 10 with was Acts 2:1-3. If this had been a PERSONAL and INDIVIDUAL experience he could have identified it with all the thousands of salvation additions "SINCE the beginning" rather than restricting it to what happened to them "AT the beginning."
The baptism in the Spirit is the common Old Testament act of God performed at the dedication service AFTER a new "house of God" was built. Both immersion, then filling by the Shikinah Spirit and fire from heaven were associated with this divine accreditation of the new house of God:
Ex. 40:34 ¶ Then a cloud covered the tent of the congregation, and the glory of the LORD filled the tabernacle.
2 Chron. 7:1 ¶ Now when Solomon had made an end of praying, the fire came down from heaven, and consumed the burnt offering and the sacrifices; and the glory of the LORD filled the house.
2 And the priests could not enter into the house of the LORD, because the glory of the LORD had filled the LORD’S house.
3 And when all the children of Israel saw how the fire came down, and the glory of the LORD upon the house, they bowed themselves with their faces to the ground upon the pavement, and worshipped, and praised the LORD, saying, For he is good; for his mercy endureth for ever.
Acts 2:1 ¶ And when the day of Pentecost was fully come, they were all with one accord in one place.

3 And there appeared unto them cloven tongues like as of fire, and it sat upon each of them.
CONCLUSION: The Baptism in the Spirit is an historical event which occurred AFTER a new house of God was built that publically accredited as acceptable by God for him to dwell in. The Holy Spirit has always dwelt in the individual believer (Rom. 8:9) as the physical body of the believer is a house of God (1 Cor. 6:17) but the new institutional house of God - the church (1 Tim. 3:15) wherein a qualified Pastor and deacon(s) officiate (1 Tim. 3:1-13) as an assembly of water baptized plural lively stones built up to offer up acceptable sacrifices (1 Pet. 2:5) is also a temple of the Holy Spirit (1 Cor. 3:16) as one local visible body of WATER BAPTIZED BELIEVERS that assemble in "one accord in one place" (Acts 2:1) in order to conduct the public worship of God. The new house of God is a LIVING organism that REPRODUCES AFTER ITS OWN KIND and thus after both Jews and Gentile members had been publically accrediated by God as His new house it never had to be repeated again as in the case of former houses of God.

Historically (yes, and corporately!) man has always been a spiritual idiot!
And the only way out of this mess is via spiritual revelation from God Himself!
Example: Jesus taught in parables so those without revelation would NOT understand Him.
Example: Many born-again Christians (supposedly) do NOT have the revelation of the Trinity.
Example: Many born-again Christians do NOT have the revelation that cessationism is false.
Thus ends this little trinity of examples.

TRUE BIBLICAL DOCTRINE DOES NOT DEPEND ON ANYONE's WORDS, ACTIONS, etc.

There three specifics that characterize this end time prediction by Paul:
1. It is apostolic like miracle movement - v. 9
2. Thus it is very deceptive as a "strong delusion"
3. It is placed in contrast to the truth of salvation as characterized by the "but" in verses 13-14
A. Apostolic like movement:
Paul uses the exact same terms that characterized the miracles, signs and wonders of the apostles and Jesus Christ. This is why it is so deceptive and such a "strong delusion".
B. Strong delusion:
The words translated "strong delusion" are the same words used elsewhere by Paul to describe the internal working of the Holy Spirit of God (Eph. 3:20). Not only do the external miracles, signs and wonders bring stronge deception but the internal working of this spirit imitates the Holy Spirit's work within a person.
C. Deceptive unrighteousness
Deceptive "unrighteousness" is an unrighteousness that appears to be righteous. This refers to the gospel of salvation preached and embraced by this miracle movement as the context makes it clear that it is placed in direct contrast to the truth found in 2 Thessalonians 2:13-14.
The contrast is that "the truth" in 2 Thessalonains 2:13-14 is based upon God's work alone while the "unrighteousness" in 2 Thessalonians 2:10-12 is a gospel of ultimate justification by works not by God's work of grace.
D. Another spirit, another gospel and another Christ
This end time miracle movement is a very strong delusion based upon the internal EXPERIENCE provided and its external EXPERIENCE - it is an EXPERIENTIAL delusion.
Moreover, it is the work of another spirit instead of the Holy Spirit. It is based upon another righteousness that deceptively appears as the righteousness presented in the true gospel but in reality denies it as it includes the righteousness of man - thus another gospel and therefore another Christ.
This characterizes the present day charismatic/Pentecostal movment as a whole. Of course, in any general characterizations there are exceptions to the rule and so there is within this movement. God seems to always have some of his people among the deceived (Rev. 18:4). This miracle movement has its ultimate roots in the Old Roman Whore of Revelation 17-18. -

New birth occurred prior to Pentecost but the baptism in the Spirit predicted in the gospel's only occurred after the resurrection of Jesus Christ - Acts 1:5
The new birth is inseparable from justification by faith which was a Pre-cross experience (Jn. 3:3-11; Romans 4; Gal. 3:6-8) and clearly taught in the Old Testament under the metaphor of an inward circumcision of the heart or the giving of a "new" heart.
The Baptism in the Spirit is not a work of personal sanctification.
To "walk in the Spirit" is the same prior to the cross as to "walk" with God. Enoch walked with God, so did Moses, Abraham, David, and every other child of God prior to the cross.
To "walk in the Spirit" is equal to being "filled with the Spirit" which was the experience prior to the cross as much as after the cross. It merely means to act under His leadership or to submit to His leadership. To preach, pray, sing, work, etc. "in the Spirit" simply means to do so under the leadership of the Spirit.
The Spirit COMING UPON either a lost or saved man refers to POWER or divine enablement which occurred before and after the cross.
What the Baptism in the Spirit is and its signs
The Baptism in the Spirit is the public accrediting, indwelling and filling of the institutional house of God to carry out the Great Commission to all the world . Mt. 28:19-20-
The Baptism in the Spirit is the coming of the Holy Spirit as the new administrator or "another comforter" over the house of God in order to fulfill the Old Testament promises of the completion of the Biblical canon through the apostolic office (Isa. 8:16-20) confirming the word by miracles signs and wonders - Heb. 2:3-4,11-12.
The perpetuating evidence of the Baptism in the Spirit is not miracles, signs and wonders, but the practical pragmatic perpetuity of truth through the completed Biblical Canon and perpetuity of the New Testament house of God as "the pillar and ground of the truth."

2. The pillar and ground OF THE TRUTH
3. The Spirit OF TRUTH
The perpetuating evidence of the historical baptism in the Spirit is the completed Biblical canon as the word OF TRUTH and the presence and perpetuating of the institutional house of God as the pillar and ground OF THE TRUTH through the historical organic reproductive cycle inherent in the Great Commission fuflilling its promise "I willl be with you always, even until the end of the world."
That means there will be a plural number of baptized believers habitually assemblying together in order to observe all things commanded at all time somewhere on earth who in turn will reproduce after themselves by implementation of going with the gospel, organically baptizing believers and then bringing them into organic unity with the congregation for the purpose to teach them how to observe all things commanded - Acts 2:42-42 -
