Yes, it is true that in some cases an employee will be laid off at the end of an operation and then re-hired if there is a significant time between operations. That has not been the case with me, however.

Working for the Census is a good thing and something that is needed, according to the Constitution, so keep up the good work and don't let these pseudo-patriots get to you!
Except that's not happening. Census employees do count on jobs figures both for the increase in the number of jobs at the beginning of the job and count as a decrease in the number of jobs at the conclusion.
I have to disagree with you Paul, though what the Op decribed isn't happening in my area.
What I do disagree with was the attempt of counting all those Census jobs in the unemployment figures this month.
That tiny drop in the jobless rate was directly related to the number of census jobs.
However, the new services were quick to point out the facts of things.
Hear me out... why wouldn't Census jobs count in the unemployment figures? They've always counted temporary jobs. Keep in mind that the jobs will also count as job losses when they're over.
My crew finished NRFU Saturday. However, my CL recommended me for the Vacant/Delete Check operation, which uses a much smaller number of people. So, I'm still employed as of now, but they might not use everyone who was recommended. They are going to make that decision next week, with VDC to start soon thereafter. Hopefully they'll keep me for that. I've made enough money that my next semester of college is paid for, but I'd like to have enough to pay for the Spring semester next year, as well as money for expenses until I get another job.

As far as I can tell, I wan't even cut unemployment taxes, only income and SS.
If we can't file for unemployment then we shouldn't be counted in the numbers.
Actually, JDF, after reading the link, I'm not going to defend the CB's hiring practices.
I think it is way bureaucratic and wasteful.
I do understand some of thinking behind the CB's decision making, but personally I think they are wrong.
Take my case:
On our first day of training the CL expected 21 people.
11 showed up.
Technically, those that didn't weren't yet "hired".
You aren't considered hired until you take the oath and complete your training.
So, I was hired as an "enumerator".
Enumerator is a specific job title so rmember that for later.
Our group workd for three weeks of the 8 the CB had scheduled for.
The same week we finished, there was another group in our area training.
Now that is redundancy at its best.
They had our group that could have been moved to another AA, already trained, but they terminated us and hired them.
That wasted all the money for the new group's training.
Now come July there will be another segment of the count that has to do with rechecking all the "vacancies" (this is my understanding anyhow).
Not only can I see no practical purpose for this, but I am certain that if the CB calls me back, my title will be something other than "enumerator".
That way, I'm not a rehire, because I'm moving to a new position and in the new place I will technically be a "new hire".
And I just bet, they'll count me twice in jobs numbers.
I didn't drink all the kool-aid.

When they do jobs figures, all they check is how many people were employed on the week that includes the 12th day of the month. There's no way you can be counted twice unless you hold two jobs at once. BTW, MK, I agree that the Bureau is not a shining example of efficiency. My crew was great, but the stuff going on in the office was just crazy.
