For from that, all other things needing to do will spring from! -
I'm going to go with Jesus on this one and say: "Love God" is first. This could be put in other biblical words such as worship & fear God. But this is the greatest commandment. Love for neighbor, even in evangelism is driven by this first command to love and worship God.

Matthew 22:36 "Teacher, which is the great commandment in the law?" 37 Jesus said to him, "`You shall love the LORD your God with all your heart, with all your soul, and with all your mind1.'

1 John 4:20 If a man say, I love God, and hateth his brother, he is a liar: for he that loveth not his brother whom he hath seen, how can he love God whom he hath not seen?

Resist sin or tell others of Him--I can't decide. If our life doesn't agree with our words, our words will have no meaning. -

I would certainly agree that our first calling is as scripture says;
Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.
However there are other scriptures that go with it to show if we really are doing it.
If ye love me, keep my commandments.
I think it could be summed up by saying our foremost task and desire should be seeking holiness for our lives which proves our love for the Lord because we will be commandment keepers. -

One can be a Spirit filled and led saint, or else one saved, but burdened down with serving the Lord out of duty, "keeping the law!" -

I have no clue what you mean by this in regards to what you just said;
"BUT...if #1 focus is on obeying God...to the neglect of relationship/love/worship...we will (1) turn into legalists... and (2) not be obeying his greatest commandment"
How does a person neglect relationship/love/worship if they are obeying God?
