The scientific consensus is that it is expanding.
Tne more distant galaxies are moving away faster.
And away is farther into the past when the universe was smaller.
If the universe were collapsing, all the galaxies would be moving toward a smaller universe.
Biblically when Christ returns the universe will be on its last thousand years.
