Trying to find a writing by Frank Paige (Page??)

Does anyone know where I can locate a pamphlet by a Dr. Frank Paige or Page? I was told he's writing a book which goes into more detail but I'd like to read the pamphlet.

The title is 'The Problem with the TULIP' or something close to that.

Edited because I had his first name wrong. Still can't find it!
