I like it. You cant program someone to be a killer and expect them to instantly turn it off when they return stateside. The brain does not work that way.
Sorry, but this divides "the people" when it comes to what is supposed to be an impartial judiciary. No treating any citizen in a special manner should be allowed. What next, special "police" courts for the people in blue who go bad? No, I don't think so.
I remember when the courts were only consulted if the local Justice of the Peace couldn't resolve the problem, or the crime met a certain level.
