As the Apostles paul and John could have used the current evil emperors as a description, partial fulfillment, as a type of the Beast/man of Sin still to come!

think that is a good way to approach the prophetic scriptures, as there being an immediate partial fulfillment many times, as the prophets spoke to current situations, but also with a view to a larger fuller fulfillment to come in Future!
