Although the WVBC rejected a split, it also voted 402-267 against a resolution to "affirm our historic relationship with the ABC-USA and to recommit us to
the ABC-USA and its leadership."
It appears the matter is unchanged, with the executive committee's continuing to examine a split or other alternative arrangements. Do I read the situation incorrectly?

You are absolutely correct.
Just because the delegates chose not to split with the ABC, doesn't mean they were happy about what is going on in the ABC.
