I wish they'd given more facts.
A nine year old student is perfectly capable of sexual harassment. It's not completely unheard of for kids even younger to come from families where the kids watch pornographic movies with dad (because dad think it's cute and wants to make his son a MAN!) or the kids see those types of magazines.
Of course there are things that are just kinda funny or innocent coming from someone that young, but don't dismiss the possibility of it not being quite so "cute."
Age doesn't matter and so many start out young, either repeating abuse or repeating something they've watched or seen. Some are just plain predators. Most of the time there is vast reluctance to give any consequences to the kid because of age, even when they do things overtly knowing they are wrong, because "they're just kids." Then those kids grow up and end up in jail, sitting their in shock because they thought nobody would ever do anything.
I see far too many kids who are well on the path to becoming predators. Even one is too many. I hear too many parents whose hands are tied because either the police won't press charges because of age or they want to blame the parents or they just won't believe the kid did such a thing. One I know of to press charges against a adopted child found themselves investigated by DHS and were told they must give up custody of their birth kids, calling it a failure on the parents part to protect the kids from the abuser, but nobody would help them with the kid because she (yes, she) was young and just needed extra help and therapy, in their opinion. The adopted child ended up raping a few kids and now works with kids, since her record is perfectly clean since it all happened when she was under eighteen.
It's simply shocking what truly goes on in a lot of homes and what is now considered "normal" by agencies. It used to be called harassment or rape, now it's being called "normal exploration," even when it happens between relatives, the age range is quite different, and the victim says no.
Because nobody wants to think someone, say 9 years old, is capable of such things.
