If you read the account in Acts 19 it is very clear that the reason they hadn't received the Spirit was that they had not been baptized in the name of Jesus.
Being saved by faith doesn't conflict with being immersed and receiving the Spirit. It's not like baptism is a good work that earns us anything.

Does not the Holy Spirit seal us at the time of belief so in essence we have the Spirit immediately but He
chooses to manifest Himself at different times.
Remember they lived in a time of signs and wonders.

Jesus had no sin, baptism could not take away any thing yet He was still baptized by John, that Say's something in itself.

According to Jesus, his baptism by John was to fulfill all righteousness.
His baptism was a submission to the Father's will and the launching pad for his public ministry.
Notice that the descending of the Spirit, a sign of anointing, and the voice of the Father came after the Son's baptism.
