So, who is right? Why keep dodging the question. Nobody has said anything about there being a perfect church. Are you saying that your denying scripture makes you the one who makes your church disobedient?
In the area of evangelism my church is disobedient. We are commanded to go out and preach the gospel to every creature (Mk 16:15) yet my church makes no attempt whatsoever to reach the many lost that attend the local fairs in the area.
Doesn't matter. A church is comprised of imperfect saints. But the church itself is perfected in Christ. An evangelist outside of the authority of the church is just an imperfect guy saying things of his own authority. This is why some are given as evangelists. Some are given as teachers, some as preachers, etc. As a whole you have a functioning body. Apart from the whole you have a virus that could make others sick but is, in itself, powerless to heal.
You misunderstand me. I am a member of my church and they have made no attempt to stop my evangelism efforts.
Here is an excellent summary on evangelism from a church in Texas.
We teach that the Christian does not know who God has elected to salvation, so he is responsible to evangelize or share the gospel with as many people as he has opportunity to share with. God has established the Christian's duty and privilege to evangelize because He has elected some to salvation and He has determined to save sinners through the preaching of the gospel. "Faith comes from hearing, and hearing by the word of Christ" (Rom. 10:1317; 1Co. 1:1821, 1 Thess. 2:1314). The gospel therefore should be offered to all people indiscriminately (Matt. 28: 1920).
Does the doctrine you teach and your preaching fall under the authority of your church (do they stand by you)? If so, then that's between you guys and I'm glad you found that support. Have at it, brother.
Say how to respond to this doctrine statement on evangelism? The gospel shall be preached to everyone, including the apostates.

No, not at all. Even our witness falls within the authority of a local church. Christians are not saved for the sake of being saved. We are God's own work saved for good works which He has prepared before hand that we should do them. The New Testament speaks to the church ("we are saved"), and the Great Commission was given to the church. You have to be careful not to be individualistic because when you are the gospel itself slips through your fingers.
