Well , among other things -- God doesn't give everyone an " equal chance at salvation " . Millions of folks have lived outside the voice of the Gospel or a copy of the Scriptures .
Secondly ,it is His choice , because He is all-wise -- that some do not hear the message of salvation . -
There are those who hear the gospel message among the atheists, communists and Muslims. They are all without excuse.

Let us not forget the "law of consicence" or the knowledge of the Moral Law written within all of us.
Guilt of breaking God's Law is grand, but it can never do anything more than but bring us into condemnation.

God gave them over because they were refusing to see the truth. God gave them over after they had reacted a certain way. Note the words "therefore" and "because of this" in what you quoted.

Okay, now that I'm done with my soapbox... Suffice it to say that there aren't as many people who have truly heard the Gospel than we think there are. If someone has heard the Gospel and rejected it, then that person is without excuse. If a person has only heard snippets here and there, but not heard the whole Gospel, and therefore not have the opportunity to accept it, then it is we, not they, who are without excuse.
