It mean there is an allowance for bills/insurance to be paid directly out of your bank account, just like any other bill you pay directly.
For instance, I have my water and garbage bills drawn directly out of my account.
I get the bill, so tht I am informed of how much will be withdrawn, look at it, record it in my register and throw it away.
So, this is most likely not as bad as they make it sound.
The purpose of accessing bank accounts is to gather information to determine who does and does not qualify for government subsidy of insurance premiums.
The problem is that not only people who are requesting or receiving subsidies will have this search done of their financial records - everyone will.
The pretense is that the government will be looking for people who qualify for a subsidy but have not applied for one.

good grief, now our money can come and go out of our bank account at the governements will.
at least when I ahve payment for my bills deducted automatically I had to give permission, the governement will just violate my privacy at will.
If you owe the IRS they can take it out whether you want them to or not. In fact if your spouse owes them and you have a separate account they can still tap your account if he does not have enough to pay them off.
They don't need your bank account.
All they need is your employer's name and address.
They will be able to take it straight out of your paycheck.
I know two men where I work who owe back child support, that is what happens to them.
but the difference with the child support is that they were given a chance to pay what they rightfully owe, before the gov took all the legal steps required to remove from their paycheck.
Same with the IRS and back taxes.
You owe the money and you KNOW you owe the money but made no effort to pay.

Been this way, in the case of the IRS for about 40 years already.
Our parents should have fought the issue when it came up.
Since they didn't (or at least didn't win), we are stuck with it.
However, the HC is just more of the same.
