Wow, that's about as bad as it gets. It really is un-American.
My Romanian son-in-law told me that during the communist regime it was illegal to own more than one cow or two chickens (I think that's correct).
My well went dry in the drought of 88'. I built an 11,000 gallon cistern that stores collected rainwater from my roof. The system works like a charm, and we basically live like 'city people'. I would be illegal in those states mentioned in the article. -

Interesting.. Oregon wasn't mentioned, but:
Oregon is trying to abandon its efforts at land use control. It has been so contentious and full of litigation..
They have shifted emphasis to control of water.. It is an amazing campaign to behold, as they gin up support for the control of every drop of water in Oregon. They tell each group that this will be sooo fair and everyone will benefit.. What they don't tell you is that part of the implementation they are not yet talking about is putting a meter on every well, and charging for every gallon pumped.. It gives the government incredible control, like never before.. -
Most of the western US has a whole different water law system, called prior appropriation. You could live right on a stream but have no rights to the water because distant irrigators have already tapped into it. Google "Devil's Hole Pupfish": residents of Nevada are restricted from pumping well water because it would endanger the water level of the subterranean habitat of several dozen fish in the Death Valley.
