Sounds like you confused yourself in your attempt to take that apart.

Here is an easier version for you.

There's a guy in charge of our country. That guy is messing up. This is bad. We should stop bad guys from doing wrong.
If we don't don't try to protect our country from bad guys, that makes us bad guys too.
But if we do try to stop the bad guys, and we fail, then we wouldn't be wrong to pray for the bad guys to be stopped by other means.
