They know the President won't sign the legislation they have sent him because it is a bad bill.
The shameful part is that they know it's a bad bill and are going ahead with it.

The only good bill would be one that stipulated that the president must remove our troops from Iraq.

As to the bogus claim that "the President will not and should not allow his Constitutional authority as Commander in Chief to be usurped by Congress" my copy of the US Constitution states that Congress has certain legal authority as well:

Those responsibilities reside exclusively in the President in his role as Commander in Chief.

If I were a betting man I would bet that if the Congress would give the president a bill without the timetable goals but left the pork in it that the president would sign it. The idea that after close to 6.5 years in office that President Bush is all of a sudden concerned about pork in spending bills is ludicrous.

President Bush stated in his veto message that "It makes no sense to tell the enemy when you plan to start withdrawing."
So he thinks that the Sunnis and Shiites fighting in the Iraqi Civil War think that we will never withdraw?
If things were calm I think that the president would say that we can't withdraw because if we do then hostilities might flare up. And when things are hot the president says that we can't withdraw because of the hostilities.
I think that the bottom line is that President Bush has no intention of ever withdrawing our troops from Iraq, regardless of conditions on the ground, and never did. -
