There was a new anti-spam feature put into effect several years ago. I believe someone must post in the new members area 5 or more times before they can post anywhere else on the board. Not sure, though.

If he is using a phone to post he may just not recognize the response button. I use Tapatalk and there is no response box so to say. To make a post you hit the arrow button that looks like an email "forward email" button. That brings up the text box so you can make your post.
