For Hebrew readers; Which is the best English translation of "ratsach"...'kill' or 'murder'? How about context? Does that help define it?

Context is always an issue in biblical interpretation. It seems that the Hebrew word harag is used often when the intent is to intentionally kill someone. Ratsach is used often to refer to taking someone's life either accidentally or purposefully. "Murder" would be an accurate translation in my opinion.
God alone has the authority to take a life. He delegates that authority to civil government at times. It is important to understand that Exodus 20:13 was given to a people and not a government. -
About the only places I see ratsach used in Scripture for non-murder killing is in Numbers 36:6 & 12, in reference to someone who has possibly slain another by accident.
There's been a lotta controversy arising over rendering it "kill" in Ex. 20:13.
