The problem in this thinking is that what humans were at creation they are no longer as a result of the fall.
It does not follow that humans were created with an ability to repent when, before the fall, there was no need of repentance.

They disobeyed.
Their disobedience--which was rebellion--was sin.
Sin is not its own thing; sin is the absence of obedience to God.
Sin happened as a result of disobedience and, thus, "entered the world."
Let's look at Titus
3:4-7. But—“When God our Savior revealed his kindness and love, he saved us, not because of the righteous things we had done, but because of his mercy. He washed away our sins, giving us a new birth and new life through the Holy Spirit. He generously poured out the Spirit upon us through Jesus Christ our Savior. Because of his grace he declared us righteous and gave us confidence that we will inherit eternal life.”

Read Romans 11:32 as well, "For God has bound all to disobedience, that he might have mercy on all". Both uses of ALL in the Greek, mean the same, "the whole" sum total of the human race, both Jews and Gentiles. If you are not the one, then you are the other. so, the entire human race is meant.
You still fail to grasp what the Bible says. I have said many times, even the reformed theologins whom I have quoted in the OP, DISAGREE with your theology! I rest my case.
Let's look at Paul's argument in Romans 11. You will see it's not the entire human race. Romans 11:26-32 And so all Israel will be saved. As the Scriptures say, “The one who rescues will come from Jerusalem, and he will turn Israel away from ungodliness. And this is my covenant with them, that I will take away their sins.” Many of the people of Israel are now enemies of the Good News, and this benefits you Gentiles. Yet they are still the people he loves because he chose their ancestors Abraham, Isaac, and Jacob. For God’s gifts and his call can never be withdrawn. Once, you Gentiles were rebels against God, but when the people of Israel rebelled against him, God was merciful to you instead. Now they are the rebels, and God’s mercy has come to you so that they, too, will share in God’s mercy. For God has imprisoned everyone in disobedience so he could have mercy on everyone.
Tell me why you believe in universalism in the one verse you quoted. You likely don't realize you are arguing for universalism (all humanity being redeemed), but you actually are making such an argument by taking half of a sentence and turning it into something you want rather than trusting all that God tells you.
Again, you recoil at God having the Supreme authority to have mercy on whom he wills and harden whom he wills.
"Why do you, oh man, talk back to God?" Paul asks you that very question in Romans 9. sbg, why do you fight against the word of God?
