Scripture does indicate that is some kind of passage of events in heaven. However, it's wrong to equate "heavenly" time and "created" time. Time as God created it for our universe is a fundamental part of the universe and cannot be separated from it.
The best image I've heard on this topic is to imagine the "heavenly" dimension in the same way we view our own spatial dimensions. In other words, time could have a "length", and "width" and "depth". That way there could be an infinite amount of time passing in one direction, while perpendicular to that timeline, no time is passing at all on another timeline.
