God gives use thye gift of Faith to exercise, which s actually Grace
Grace , getting what you do not deserved, Salvation, and Heaven is extended to those who exercise Faith. -

Rom 3:3
For what if some did not believe? shall their unbelief make the faith of God without effect?
Is atonement limited because of non belief? -

Those who live according to the flesh(in proper context these are the lost folk) have their minds set on what the flesh desires; but those who live in accordance with the Spirit(in proper context these are the saved folk) have their minds set on what the Spirit desires. The mind governed by the flesh(the lost) is death, but the mind governed by the Spirit(the saved) is life and peace. The mind governed by the flesh(the lost) is hostile to God; it does not submit to God’s law, nor can it do so. Those who are in the realm of the flesh(the lost) cannot please God. You(the saved), however, are not in the realm of the flesh but are in the realm of the Spirit, if indeed the Spirit of God lives in you. The unregenerate and the regenerate
The goats and the sheep
The lost, in their fallen state, are hostile(hate) towards God. In this fallen state, they will not come to God because they hate Him. That is why it is imperative for God to unilaterally move and quicken them to life. In this quickening, faith and repentance are also given, are then exercised, and they are saved. It's all of God from start-to-finish. -

He is telling the church at Rome that Israel had been entrusted with the very word(oracles) of God and they went off the rails and into idolatry many times. He is using this as a warning to them to heed to what the word says. -
