Does anyone know a seminary with a decent amount of courses in these non-Biblical ancient languages?

Most any seminary that offers a Ph.D. in Old Testament will offer these courses.

May I ask "why"? Not too much value in relation to more in-depth Greek/Hebrew for the typical pastor.

Ancient languages are cool! I think my next foray into old languages will be Syriac. I doubt I'll ever make it to any of those cuneiform languages.

just a point, if you are going to be getting a PhD in Old Testament you will certainly need to know these two as well as Latin, Greek, and Aramaic.
I know that Southwestern Baptist Seminary offers all these courses since they have a PhD in OT. The OT faculty at SWBTS is great.
There is much work to be done in OT research and writing so kudos to you on your endeavors! -
Concerning the majority of the OT PhD programs of which I'm aware, usually French, German, Hebrew, Greek, and Aramaic are the standard requirements (though Latin is usually an option).

I think I remember a prof. at Dallas Theological mention that it is possible to get a Doctorate in Ugarit at DTS.
