The expulsion happen as the universe was created. They were sent in darkness and there was no darkness in Heaven.
Sin is the cause of this universe being created or we would all be in Heaven

I will also agree that his questioning of God's motives probably started long before his sin of the attempted destruction of mankind -
who bore the image and likeness of their creator.

 

Satan started sin, it was ego. Adam is part of redemption process

 

If Satan wanted to ascend above the clouds, the clouds would have to exist... so at the very least the fall of Satan was after the creation of the universe.
