Not so. The gospel also condemns the reprobate. It's to be proclaimed to ALL people.
I've alswered this one about 1,000 times, but I will again: God uses means. He uses the proclaimation of the gospel to call His elect. See the Great Commission and Romans 10:14 "How then will they call on him in whom they have not believed? And how are they to believe in him of whom they have never heard? And how are they to hear without someone preaching?"

Yes. What an honor. God uses men in this process. Arminians ceratianly belive that, as well. He is not "dependant", though. He can use donkeys and rocks, if He so chooses.

I think that there is some confusion of terms in this thread. There is a denomination which has the word "Reformed" in its title that has some very liberal congregations. The "Reformed Church in America" is quite a mixed bag.
