Considering that the church not only predates the New Testament Scriptures but that it also wrote the New Testament, preserved the New Testament throughout history, and divides the authentic New Testament from the apocryphal writings that have appeared in the New Testament canon throughout Christian history, I would have to say that your reference to "the Bible" demands the historical and Biblical doctrine of the "one, holy, catholic, and apostolic Church".
Remember, Jesus appointed 12 men, taught them, and commissioned them.
Nowhere, in any place, did Jesus command for anything to be written.
The Bible belongs in the context of the Church in which it was born.
