Grand Juries are drawn from a given county as a whole, not just from a particular town or city (unless your talking about the City and County of San Francisco).
What is the racial make up of Ferguson's county and its voting roll?
Trying to prove the grand jury in this case is not racist at this point of time is trying to prove a negative.
We haven't seen its findings and the evidence for them.
Considering the history of the area, assuming the grand jury will make its finding based on race is an easy assumption.
