Going back several centries, it has been Naval tradition for Sailors to have beards.
Back in the '70's, CNO Zumwalt authorized sailors to have beards.
In 1981, CNO Hayward sought to institute “Pride in Professionalism” by tightening regulations even further.
This included that Petty Officers could not have beards
Then in 1984 CNO Watkins banned all beards.
So - should sailors be authorized to wear beards

I did my active duty time in the 70s. I was on a 180' buoy tender. Our deckhands grew beards starting in around Labor Day and shaved them by April 15. Then we were working buoys on the Oregon coast. So, beards helped keeping them warm.

After I finished bible college and seminary in 1970, went two years full time as associate pastor, then volunteered as Lt.j.g. in Navy. They had strict no-beard, short hair etc. No different than being in a fundamentalist Baptist school. I personally like the "professional look" of no facial hard, close-cropped hair etc.

Aircrewmen did not have beards when I was in the Navy. Even in Antarctica, there were no beards on my flight crews but other sailors had them. This was back in the late 60s and early 70s. Of course, I usually flew with Marine pilots so that may have been a contributing factor. Now, I just do not want the women to have beards. I don't think that is too much to ask.

Beards were contraindicated when gas began to be used as a weapon. A gas mask will not seal to the face when facial hair is present. CS gas is very unpleasant without a gas mask.

Otto Sverdrup was a Norwegian sailor, but his beard defies national borders. His should be a model for all sea-going men.

I was in the Navy when Adm. Zumwalt allowed beards...and a lot grew them. It didn't sit well with the chiefs and officers.
I grew a beard while I was in college, and had a beard when I met my wife. I kept a beard for several years after we got married, and then shaved it off. She said that if she had known I was so ugly, she wouldn't have married me! Since I retired, I grew one back, and then trimmed it down to a mustache and goatee...which she says she prefers to my full beard. -
I am presently unable to safely shave myself. Told Mrs. Rolf that I was thinking of going with a Wyatt Earp look.
